Reverse button on tax settlement voucher is Greyed out, How to reverse the tax settlement voucher.

Hello Experts,
 
I have done the Settle and post sales tax and it created settlement voucher, when i check the voucher and trying to do the reverse the Reverse transaction button is greyed out. 
Can someone help me to understand that is it standard behaviour or any parameter that i missed to reverse it.
