Budget Planning with multiple levels

I am working on a Budget Plan where there will be 4 levels in the Plan. Can this be set up in one Budget Plan or do I need three different budget plans. Does anyone have an example. Everything I have seen in example is just one parent and one level of child budgets. Thank you.
