PowerBI in BC for new hires and access restrictions?

I'm having this issue where it new users are able to read all because it appears that PowerBI only works successfully with BC if I enable D365READ permission for users which is pretty much real all access.

Is there another way around this?

I've tried customized permissions and using security filters but then it gives error when viewing certain reports depending on what I'm restricting such as certain vendors. 
 
I tried creating a custom permission set for sales and although it works for their daily functions, PowerBI shows up just blank. Then everything works only with D365READ permission. I have new hires now that need to use PowerBI and I'm stuck as to how to limit their access for certain areas while still being able to see PowerBI reports.
