I set it up like you did but it is still putting individual line items on separate pages.
The separate page option of reports is controlled by Reset Report and Page Break checkboxes of footers in the Section Options (Tools>> Section Options in report layout).
The packaging slip report has Reset Report option checked on for Footer Back Order. However, turning it off will lead to items in different invoices in a batch being printed on the same page. How do you want print items packaging slips ? You can try changing section options to control pages printed for the packaging slips.
so basically if i have an order with 5 items on it, when i print the packing slip i want those 5 items sorted by item short name on that packing slip only and so on for each order in the batch.
I was only printing the packing slips one at a time. I have not tried batch printing yet. I'll give that a shot. The problem I'm seeing is the temp table and the section break. Curiously, what is being accomplished by printing in Short Description order?

Can you confirm that all items have same delivery method and ship to address? If the delivery method or ship to address are different, items in same order are printed on separate pages.
Can you also check if items are printed on separate pages even you print the original packaging slip report. You can do it by removing the permission to modified report.

The reason for sorting is for order picking reasons (to sort the items based on their location on the shelf). We do not use the picking ticket form as it just creates more paper to print. Gotta be green these days!!

Yes I can confirm that we only use one delivery address and one shipping method per order, this is not changed on the line item level. When I print the Packing Slip form normally with no sort parameters the order prints on one page, t he items are just sorted based on the order they were entered.
I just tested again adding table Item master and sorting data with item short description. This did not affect the paging of the report. You may want to look into other modifications, if any, to find the problem.

I need to go look at my test way more carefully to see how it fooled me. I wonder if you could modify the Picking Ticket to look like at invoice/Packing Slip. Then you could put the Item Short Description information in the Bin Number field and print the Picking Ticket sorted by bin number form as your invoice/packing slip.
Ok, I'm not going crazy. I repeated my test. I printed the packing slip and you can see I have a single sheet with each of the items in Item Short Name order. I put the Line Item Sequence on the report so you can see the items did not print in sequence order. Isn't this what you are looking for? This is 3 pages because it is a long invoice.
