Can anyone tell me if the hot fix that was corrected in 7.003_18215SY was included in Service Pack 3 for version 7?

The only hot-fix that exists for those bugs is for 7.0 FP1.
All three of those bugs are fixed in SL 2011.

Yes the above mentioned issues - hot fixes has been incorporated in SL 7 SP3. I have checked the Microsoft Dynamics Partner source
