Reduce time on CRM developing.

Hello, I want to ask interesting question, these days we are trying to reduce time spent on CRM 2013 development (on-premises version), we have 5 organizations tenants.

We want to add one more and we are discusing about idea make new organization as new "Bussiness unit" in one existing organization.
Do you think it is possible "Bussiness unit" = "Organization"?
No need date merging, everything has to be separeted (reports, numbering and so on.)

    Maybe you can say your opinion about idea ta moke five organization same structure and support then at the same time by only exporting-importing soliutons? Is it possible at all?
