Creating a New Company in Business Central

I have added a new Company in Business Central, selected the option: Production - Setup Data Only. however the company is created with no Chart of Accounts.

The user account I'm using is a Global Administrator in Office 365 and in Business Central has Super for the permission set.

Is there a bug, of I'm I missing something with permission?

Setup Data only will not create Charts of Account if I remember correctly. It pre-populates the basic setup tables. Chart of Accounts normally is a table that is created from your Finance department.
