we never used the Employee and Resource main modules to use business portal, but with Web Apps, from not being able to log in, getting the "The user name or password provided is incorrect. 2" error message. From reading the solutions, looks like now we have to use this module, but we don't have access to it, getting a trialoc error, so does that mean this is something we have to purchase a license to use?

There is a Project Controller (PA) module that you would need to purchase in order to access the Employee and Resource Maintenance screen.
