I cannot access the Cycle Count Assignment within GP, I am assuming I do not have my security privileges set up correctly?

That is the most likely scenario. You need the Card_0414* - Stock Cycle Count Assignment task.
I already have that one selected.
I don't know why the Task ID Card_0414* has not assigned to the Stock Count Cycle Assignment window.
Better add the "Stock Count Cycle Assignment window" to this Task ID with following below steps. Or create a new Task ID and then assigned it to the users.
1. Open Security Task Setup window.
2. Choose the Task ID Card_0414*.
3. Then mark the "Stock Count Cycle Assignment" window as per below.
4. Click Save then try again.
