Production Pick List Posts with no Consumption

When posting a Pick List in Production, we are able to post the journal even when the material is not available.  This does not create any transaction, meaning that the inventory is NOT going negative and the material is not consumed to the production order.  I would expect to get an error message if material is not available.  Is this standard functionality, a bug, or is there a setting to require material is available for posting?

The fix was easier to find than I thought it would be.  For anyone with the same issue, here you go:

In Production Control > Setup > Production Control Parameters > Journals

The setting for Physical Reduction was checked, which reduces Consumption Qty to available Quantity when posting the picking list.  With this un-checked, I now get a message that the material is not available and the journal will not post.
