I guess there might be a naming confusion in your question, if you are talking about the Electronic Signatures Module that was available in the "RISK MANAGEMENT SUITE", yes it was available in Dynamics GP and it was returned to the original partner, the product is still available but it must be purchased through Merit Solutions below:

However, this module is not a tool to sign checks or documents as it looks, it is a module used to -as quoted from Merit website-: "Electronic Signatures provides controls to help companies meet the requirements of data compliance regulations such as FDA 21 CFR Part 11 and the Sarbanes-Oxley Act. Electronic Signatures gives businesses the ability to secure any designated processes in the system, gain productivity in their processes, and win customer loyalty and confidence by providing better accountability and control of important processes in Microsoft Dynamics GP."
Electronic Signature is a one of the discontinued module in GP 2013. Please have a look on the below link (Point 2: Discontinued Module).

I guess GP2013 Electronic Signatures module was removed. previously it was available in GP2010
you can refer the list of modules in GP2013 from the below link

in GP 2010, you can go to Microsoft Dynamics GP --> Tools --> Setup --> Company --> Electronic Signatures --> Install Electronic Signatures.
