We have a supplier that we order multiple products from but have to order by the pallet (7 layers) only but you are not allowed to have mixed product layers. (e.g. each layer is made up of 24 items so you could have 48 items of the same product but you could not have 36 of one item and 12 of another to make up the 2 layers)
Is there away to set the system up to generate an order so that you order the products in layers of 24 and that limits the orders to whole pallets only?

You can try creating multiple UOM for your items, like: 1=Each, 24=Layer, 168=Palette
Setup appropriate unit-conversions between different packages such as 1 Layer=24 Each, 1 Palette=7 Layers...etc.
Then, you can place orders using appropriate UOM specifying quantity without decimals
