I have encountered an issue where a user is randomly clicking on things on the screen and clicking the Set Active button on the business process flow when a record is in an Inactive state. This causes the record to reactivate. Is there any way to prevent this? If the record is inactive I want the business process flow to be inactive.

I created a workflow on the BPF. It's trigger is Process Change (Stage Change). The Step is a condition that evaluates whether the record on which the BPF is runningg is in an Inactive State and if it is to stop the workflow with an error. This does not work, unffortunately. I can still set the Active stage with the record on which it is running in an Inactive state.

You can try to create a workflow trigger on business process flow entity status change.
Now every business process flow is an entity now.
Crete a workflow / plugin , trigger on status change, throw meaningful error to user if the condition met.
