Can I open a new fiscal year in GP 2015 without affecting the AP aging report of the prior fiscal year? I was told that we have to finalize the AP Aging Report before we can open the new fiscal year in GP?

Yes, you can open a new year and start processing transactions.
If you need to go back to any point in time for an AP Trial balance you can use the Historical Aged Trial Balance. Make sure that you select the appropriate reporting options.
