Try looking to see if standard workflow exits in TM > setup.. workflow.
If not utilize link below to create one. This one has code references detailed as well.

Try to select the ‘Enable invoice workflow’ check box in the Transportation management parameters form first. Then create a invoice and deal with it, you can submit payment approval.

i could not see the ‘Enable invoice workflow’ in the TMS parameters.
i use dynamics ax 2012 R3

I can not see this part in the transportation management module(I am using Microsoft Dynamics AX 2012 R3)
I checked this further and found that 'Enable invoice workflow' still exists in the table and used in code but it's not shown on the UI (atleast in D365). If you don't see, not sure how you can enable it. You can reach out to MS rep and see if that helps, you can refer the link shared by QianQW for AX2012.
Here is the alternate,
If you are using AP invoice (specified on TM parameters), you can create an AP invoice journal specifically to be used for Freight invoices and specify "Workflow" on the invoice register form instead. it may not be exactly what you are looking for but closer match. If that doesn't suffice your requirement, you can create your own workflow, i provided the link earlier.

yes i think that it is better not to active this tick in the table and i use work flow in the AP module.
