Enabling Users - CRM Online 2013

I created the Users in Office 365 Admin Center (Active Users) - and Gave them a Security Role (Security Groups) - but I do not see them in CRM under Enabled Users (Or Disabled Users Consuming Licenses).  I personally received all the Emails Alerting them to their new Access & Password as I do not yet want them in the system on their own; but I want to be able to Assign them as an "Owner" of Leads/Opportunities for Pilot/Testing/Reporting purposes.  This is mostly for Pilot Usage, but we would like to Pilot/Test with real data to ensure it does what we want it to before launching to all 25 Users.

Thank you in advance for your help.  I also cannot seem to Enable a User that got disabled somehow yesterday.

    Have you assigned these users a Security Role inside CRM?

    I cannot see these users anywhere in CRM in order to assign them a Security Role.  They have been assigned a role in Office 365 - under Security Groups.  I want to enable them without me having to log-in as them (updating their password) to do so.  Is that possible?  If I need to assign them a security role within CRM, I was under the impression they had to first be enabled to add them to a CRM Security Role.

    Everything I read states -- The users you registered with the online service in step one are automatically added to CRM Online.  (This does not seem to be the case as I do not see a litany of folks I have with licenses created in 365 in CRM as users.)  The only way I can "add them to CRM is to have them sign in themselves or me do it on their behalf.  I was hoping to Enable them without that step.

    Solved -- apparently no-one could tell me that the Instance was set to only allow Admins to have access (which was setup by our provider before I started as an Admin).  Once I changed that setting to allow all types of users [blanked out the admin restriction], then I was able to see all the Users I created in Office 365 in CRM and assign them their security roles.

    the OP's problems must be in Sandbox instance as that's the only place where that setting is found. If you look in the CRM Admin section of the O365 portal and select a Sandbox instance and click on Admin button, you will see the setting.

    I did see this in the sandbox option.

    I recently found / experienced that 365Portal changes do not propagate / synchronize with CRM very fast (unless you change the Role to a Global Admin - which propagates very fast).  If you were to change a users role in 365Portal to say - service administrator - it may take up to 24 hours to propagate to CRM.
