Is there currently any limit to the number of records that can be stored in CRM 4.0 Pro? More specifically, is there a limit to how many contacts an individual can own?

There isn't any limit to the number of contacts a user can own. Was there any reason that you were concerned with this?
CRM haven't limits for records. One of my customer have 250.000 contacts, appox. 2.500.000 sales item in crm.
