I am trying to modify information on the packing slip.
When I print the packing slip to the screen, I click "Modify"
I get the layout, but I am not able to modify the text that was inserted as part of the report footer. I can highlight it, but not modify. I wish to make changes to the "Return Policy" which should be text.
How should I be able to modify this form?

You may want to consider replacing your fixed text by a table field, so you can make that "Return Policy" more flexible and won't have to Edit the report every time you want to change/amend somethign, or even better, customize it by Vendor..
Your screenshot is not showing, instead of pasting it on text area try to attach it.

You need to click on Static Text (The A) in Tool box, so Highlight the field and click on the "Static Text" in tool box then click again on your field to edit the text.
