I have been unable to reset the sandbox environment. I have been stuck at stage 3 (Provisioning new environment) for almost 2 days now.

Seems like the reset operation has failed and to get this fixed kindly raise a support ticket so that it can fixed at the earliest.
To raise a support request you can either click on "create a support request" link on the same screen or raise one by visiting below link.
