Add new Users only to specific BC Environment

Please advise how we can achieve this or workarounds.
 
We added BC License for a user in the Microsoft 365 Admin Center. We want to add this User to only a specific BC Environment (Sandbox1) and exclude from another BC Environment (Sandbox2). We go to "Users" Page and click on "Update Users from Microsoft 365". Clicked on "View Changes". The new user appears for both Environments and it does not allow to exclude from Sandbox2 when doing "Update Users from Microsoft 365".
 
 
Click on "View Changes", Try to select and remove specific Users updates using "Remove" button.
 
 
We get following message. The "Remove" button does not remove updates for "New" License "Plan" rows.

    Hello DinB,

    You can go to the Sandbox2 environment from an admin user.
     
    Go to User, select that user, and remove the User permission set from that environment.
     
    If it works, then mark it as Answer.

    Unfortunately, BC doesn't currently support excluding specific users from specific environments when using the "Update Users from Microsoft 365" feature.
     
    Using different security groups: Assign users to specific security groups that are linked to the desired environment, allowing you to manage access at a group level

    Hi, You can use Security Group to manage the environments that users can access.
