Error shows you are trying to delete root page of the portal solution which is deployed as manages solution. Best was is uninstall the portal solution from the CRM instance 2 and use WebDeployer tool(SDK tool) to migrate the web pages from instance 1 to 2.
Hi, when i delete web pages at portal. I have error logs like that.
And i will tell you, i was import my portal from CRM 1 to CRM 2. But, after i import my portal data at CRM 2, i have this error, i try to delete my imported records, and when i delete import web pages. I have error log like that.

We Can identify whether the CRM is On-Line or On-Premise while connecting to the CRM using URL. If your CRM url is ending with "dynamics.com" then its online instance else it should be on premise CRM instance. If the CRM is online then most of the time the portal is online hosted.

do you have access to crm instance? If so then you can check your portal hosted online or on-premise.

I faced this error multiple times, it can have different sources. one of these sources : if you deleted/renamed a form/view on your crm that is used in crm portal. This error will appear on the page were you are using the form or the view.
In order to indentify the reason for this error, if your portal is on premise, you should look in event viewer for logs related to portal on the host server. If your portal are online, you have to create a Microsoft Ticket ( contact Microsoft support) through the administrator portal, they have access to these logs.
