Dynamics 365 license and User Access

NIMH has newly acquired the new license for 10 users.
 
Can someone please guide on how does a user check or confirm if a Dynamics 365  license has been issued to them or how do users access the web application.
 
Will the app be available in https://portal.office.com?

    1.You can assign or unassign licenses for users in the Microsoft 365 admin center on either the Active users page, or on the Licenses page.
