New permissions for SmartList builder?

It seems like GP 2015 requires different permissions for SmartList builder than 2013 R2 did. We upgraded a few months back and now users can't access SmartList builder even though they have the same permissions as they used to. I have a role that is *supposed* to allow access to SMB, but users are still denied access.

Do I need to grant additional permissions in GP2015?

Thanks, but the link you posted details how to give access to a smartlist, but not smartlist builder itself.
