Planning worksheet not picking up the reordering policy for items

The planning worksheet is not including items that have the reordering policy of 'Fixed Reorder Qty.'
 
I have created a new item so it has zero stock,
I have set the replenishment system to Purchase, selected a vendor and entered a lead time
I have set the reordering policy as Fixed reorder Qty. and put the reorder point as 10, with a reorder qty of 5.
When the planning worksheet is ran it does not return any suggestions.
 
If the reordering policy is changed to 'Order' and I put a sales order on for the item and runt he planning worksheet, it then returns suggestions. 

Does anyone know of settings changes or if this is a new issue?

    That doesn't sound like standard functionality.  If you have a Reordering Policy set to Fixed Reorder, the current inventory is 0 and a Reorder Quantity is set, you should receive a suggestion to Purchase more of that Item.
     
    Below are some things to test in a Sandbox Environment:
     
    Do you have multiple Locations?  Even if you don't use Manufacturing, check the Manufacturing Setup to see if there is a value in the "Components at Location", and remove it.  Then create a SKU (Stockkeeping Unit) for the Location you are planning for with the same Planning parameters.
     
    When running the Regen. Plan, do you have any Item or Location filter set?  Be sure your Item falls within the filters.
     
    Hopefully one of those two adjustments allows your Item to be planned.  If not, I'd reach out to your support partner so they can review the specific data.

    Hi Ben,
     
    Thank you for your reply. 
    I have tried the process in different methods and without any locations in the filters or in the Manufacturing setup and still have no joy getting results if the item is set as a Fixed Reorder policy.
     
    I have tested this on version 24.5 and can only get the suggestions to show if it is set as an Order type.
    Any suggestions will be gratefully accepted.
