While the link that Goutam provides does provide some useful information, when it comes to licensing forum threads quickly become out-dated.
The portal offering is licensed per portal instance. If you want separate instances for testing, development, etc, they all count as additional instances. Last I checked, a portal instance was about $500 USD per month.
Currently, if your subscription has at least 10 "full enterprise" licenses, you get one free portal instance included. Team member licenses don't count towards this minimum, nor do the "professional" licenses. Only the Enterprise Sales, Customer Service, Project Service, Field Service, or the full Customer Engagement licenses count.
But again, that only entitles you to one free instance. You would need to purchase additional instances for dev, test, etc.
There is no minimum required to purchase, so if you only have one user, you can still purchase a portal instance, you just don't get one free one.
