I would like to set up a campaign to offer free shipping when customer order is equal to greater than a certain amount, say $75.00. If not a campaign, then what is the correct way to achieve this goal?

I agree with Inge. There is no standard functionality for automating the addition of shipping costs to the sales order. This means there is no standard way to discount that shipping cost either.
There are some great shipping Extensions available on AppSource which do exactly what you describe. The one we use (Dynamic Ship) has a Freight Pricing structure where you can define markups and discounts to apply based on the Customer or Order Amount or Price Group, etc. As the freight gets added based on the carrier selected the system will apply any discount (including 100% free shipping) if the criteria is met.
We are in the middle of testing before go live and they are still working on adding shipping costs automatically.

But there are no standard way of doing that automatically. So if you are customizing a way to add shipping cost you will also have to customize a way to not add that shipping cost if your order is part of a campagin.
There is no standard campaign functionality in Business Central that are specifically designed for handling shipping charges.
