When accessing GP on a terminal server, and all users have logged out of GP, why do we still get this error? (This is when we try to rename the Dynamics.set or .vba file or one of the shared dictionaries.)

File In Use

The action can't be completed because the file in open in Dynamics.exe

Once we get all users to log off of the server, then we can rename the file. What is happening (or not happening) to keep these files locked?

I think you get this error because of some users are not properly logged out of GP.

After all users have logged out of GP , check whether dynamics.exe application is still running on the windows Task Manager.
