Please advise how to restore particular data and time data from PRD to Sandbox in LCS

Please advise on the recommended approach to restore data from Production (PRD) to a Sandbox environment in LCS, for a specific point in time, with the following requirements:

The objective is to restore only the required business data while minimizing storage usage and preserving the current UAT user setup.

1. Include financial reporting and transactional data
2. Exclude all attachments (to avoid unnecessary storage consumption)
3. Exclude all user accounts, as we do not want existing UAT accounts to be overwritten or recreated

    DB restore for as of a specific time is supported - see Database point-in-time restore (PITR).
    It restores the whole DB, which includes financial reporting and transactional data.
    Attachments are normally stored outside the DB (in Azure storage or Sharepoint), therefore the DB restore don't copy them, which meets your requirement number 3.
    A DB restore overwrites the whole database, not individual tables, therefore you can't exclude user accounts. You can, though, export the data from the old DB and import it to the new DB after the restore.
