Thank you for your query.
Couple of reasons could be:
(+) ISSUE: The plug-in type could not be found in the plug-in assembly - Microsoft Dynamics 365 Community
PluginType not found in PluginAssembly which has a total of [0] plugin/workflow activity types. – Phani Rajasekhar (rajsekhar311.com)
This will happen if there are some step which are registered in target environment but you removed them in the source environment.
You can go to the target env and remove those steps from plugin registration tool and then try to import the solution again.
You can use the XrmToolBox to compare the steps :
www.xrmtoolbox.com/.../
After my test, deleting the solution and import it again can solve your problem.
In addition, most of the causes of this problem are caused by not changing the version.
