Inventory Module in GP and Panatrack

We are in the preliminary stages of implementing the inventory module of GP....we are having problems understanding the settings in the Item Resource Planning set up...what we are hoping to do is trigger an order point based on a minimum shelf level and order up to the maximum defined quantity, i.e. we have an item that the order point is 2 packs and when it reaches 2 packs we order up to a fill qty of 20, so when inventory down to 2, then PO GEN would order 18.........based on us navigating in test company we have set up, it appears it is not driven by min max, rather an order point and fixed order quantity......any help or resource would be greatly appreciated.

As a sidenote..does anyone have any familiarity with Panatrack supplemental software for receiving and inventory tracking?  Is there a better/equivalent solution to Panatrack?

    Panatrack is one of the best out there for warehouse inventory. It supports handheld devices with a GP client walking through your warehouse picking items. The data is pushed into GP via eConnect. It is very mature software and the service is great.

    The min/max fields are defaults for the minimum order and maximum order from vendors, not inventory levels.   Order Point quantity is the field to use.  It would be the Reorder level or 2 in your example.   For the vendor, just use the minimum order quantity of 18.   I work more often with MRP, but the PO Generator, I believe, does the same thing, in that it will also look at sales orders.  In your example, suppose you also had sales orders with a total of 5.   The PO Generator will suggest 23.
