I don't believe we have control on that, it is based on the DropDown fieldgroup and the page it shows for dropdown cannot be customized. Either you need to remove the table relation and had a code in the look up of the field to open another page where the users can select the value.

I also do not know a way to disable that for specific users. Why do you want to hide that? Do you want to prevent some users from creating new values? If so, you can restrict creation by other ways...

    Hi,

You can hide the 'New' button link. Go to the properties of the table which you have added in your table relation. Suppose you have added table A in table relation of the above field that is shown in your screenshot, go to the properties of this table A, and remove the value that is in 'LookupPageID' and 'DrillDownPageID' properties of the table. Make these fields blank. So the 'New' button will be disabled. hence users will not be able to create new records using this lookup. Check the screenshot below for the properties to be made blank.

'Advanced' cannot be disabled in a table relation lookup.

Better you write a code on OnLookup trigger of the field and open a non-editable page from that.
