User isn't able to access Sales Hub/Sales Hub not showing up in 365 launcher.

I have a user that by all accounts should be able to access to the Sales Hub application.  I come to that conclusion because:
 
1. User has Sales Enteprise license
2. User has Sales Enterprise App Access role in the Environment.
3. User diagnostics showing everything is green
 
4. App checker tool is showing everything user has access
 
Yet despite all that the app is NOT showing up in the user's MS 365 launcher. 
When the user goes directly to the Sales Hub link this is the result.

    Hi Partner,
    It's so strange.
    In principle, the license as well as the security roles already fulfil the conditions for the user to access the app.
    Check the following two points again:
    1. Make sure that the user role given and the app to be accessed are in the same environment.
    2.Try to assign another role(ex: System administrator) that can access app to this user, or find one role that has assigned to this user, make this role can access this app.
    If it still doesn't work, I suggest you follow the steps below to create a ticket for the Microsoft Support team for further assistance.
