Performance Monitoring of Active Sessions in NAV

I am trying to use the Performance Monitor in Windows Server 2016 Standard to view a counter for the # Active sessions on my NAV service, but the graph that is displayed is flat-lined at zero. I know this is not true, so I'm wondering what needs to happen (e.g. change a setting or configuration) to have this display in real-time the current number of active sessions?
