You cannot receive against unauthorized purchase orders

We have a customer that is using GP2013R2.  When trying to receive against a purchase order we receive the message 'you cannot receive against unauthorized purchase orders'.  The PO Enhancement authorizations is not turned on, yet we continue to get this error.  Does anyone have a fix for this?

    Have you ever tried to activate it and then deactivat e it again ?

    Check the article below, any sufficient details at all ?

    I found the issue.  It was under the Purchase Order Enhancements menu - PO Commitments was marked.  Once I unmarked this option the message cleared.
