I am facing an odd issue.
I am working on an environment (VM), creating alert rules, however nothing is getting saved and I cant see those in manage alert rutie option.
What might be the issue?

Which exact version are you using? Have you checked LCS issue search for a possible known issue? For what table are you trying to create alert rule? Is it not saving for one, a few or all tables?

I have further analyzed this one and found, if I change the user ID from the alert rule, the alert rule does not get created.

With the User ID, you can create an alert for another user. In that case, it will still save the alert rule, but this is visible on the Manage my alerts form of the other user; not on your view.
Just tested it on PEAP 10.0.23 and it is working as expected.
Alright, that clears my doubt, a small question- if I create rule for another user, does that mean that rule will only work for that user if he/she change some data as per the rule? or the rule will be for all users
It will alert that user for all changes done by all users unless the query used on the form has a filter on the user ID.
