Yes it's about licensing , if we buy 2009 r2 with access for 100 users, and in 2019 we plan to have 150 users at the same time logged in, can we the bye the extra accounts to nav 2009
Microsoft will end with support for NAV2009 in 2020. In my experience, Microsoft always provide possibility for customers to continue using NAV. If they have plan to stop selling users and objects for this version, they will inform all clients on time.

14 January 2020 is the end of extended support by Microsoft: as far as I know right now it's already not possible to buy anymore NAV 2009 Business Essential licenses, only AM until June 2014.
