The Smartlist Favorites created by the users didn't carry over when they upgraded from GP 2013 to GP 2016.
These were not created in Smartlist Builder, they are just Favorites created by the users from the basic Smartlists.
What can I do to move these Smartlists to GP 2016?

Can you please query the Table ASIEXP81 in your 2 GP instances and compare if there are the same amount of records ?
it could be that the SmartLists are still there, but flagged with improper status to be visible by all users..
