How to restrict blocked items from unblocking?

How can I manage my users who can only block and unblock? Because like inventory controller blocked item card not to sell but Salesperson do unblock and selling item. How can I restrict Salesperson to unblocking?

With permission sets you can add security filters. Adding one for the blocked field only as false on the item table for those users would work
