Visual Basic initialization failure

I recently had to upgrade to a windows 8 computer.  I read where you can copy all the contents of the GP folder to the new computer and it should work.  I tried this on another new computer we had and it worked perfectly.  GP opened and she was able to use.  I have tried the exact steps and get the following error message:  "Visual Basic initialization failre.  The VBA environment has not been installed, or is configured incorrectly.  Please re-run the application install."  Our problem is our IT person who built our servers is no longer here and the replacement doesn't have any idea how to install GP to new computers.  I am dead in the water currently and am asking for any help you can offer.  I've googled the issue and found that I needed to  go in Office and run VBA from the computer but that did not resolve my issue.  I'm not what else to try and not sure why it worked on one computer and not the other.  They are both setup the same way.

    When I click on the Dynamics icon, it then has a file at the top left.  I click on it and it has open launch file.  It then has the options of dynamics,bak; dynamics; dynutils.  On the other computer, i click the dynamics .set file and it opens.  When i click on my computer, it starts to open but then hits me with the VBA error.  After it runs through a series of items, it takes me to the log on screen.  Our server name does not appear to log onto - it only has dBASE file, Excel file and MS access database.  Am I missing something to connect to our server?

    I went to the attached article and changed all the registry keys, made sure I was setup as administrator, restarted and tried again.  I keep getting the same message.  Any other suggestions?  I did notice on the other computer the icons for the launch files were a graph looking picture and say microsoft launch file but on mine it is a paper icon that only says set file.  Is that something that could be causing it not to run?
