Hello,
i have a customer which has NAV 2016 (v9.0) with standard users, he want to upgrade his users to extended within same version 9.0
is he still allowed to do this?
if the answer is no, is he still able to upgrade to BC version 14 (which is the latest version which has RTC)?
the customer is related to MEA region.

You have to ask your CSP Partner or Reseller to present a licensing inquiry to EOC (Operations) to have the question duly answered.
If you purchase 14.x then you will get 14.x license, if some modules or range are not anymore in the 14.x range then you will get problems in the application.
Also this second request should be answered by EOC (Operations).

I have 2 questions:
1- I can understand from your answer that he can still upgrade to extended user till January 21 within same version 9.0. Right?
2- if he want to purchase licence 14.0, he can use it in 9.0 if he want to postpone the code upgrade and data upgrade?

Since NAV 2016 will be out of mainstream support next January 2021 (approx. 7 months) and you could purchase 14.x SKU only until October 2020 (less than 4 months), I would definitively take the chance to discuss with customer to upgrade to that version.
