We are running an instance of CRM2011 and need to re-licence. My question is if i buy the sales CAL for 365 does this cover retrospective versions of CRM like 2011

That is the way I have understood it as well as our old vendor when it came time to re-license sent us the licensing for Sales and Customer service. (We only need sales as don't use the functionality of Customer service) We are in the process of upgrading and moving vendor and the new vendor could only give us pricing for on-line. We are a non-profit and want to make use of the pricing that we can access through this, but want to be sure we are covered

This situation is a little tricky, and I am not sure what the correct answer would be, but the Dynamics 365 downgrade paths is as follows:
Dynamics 365 Server corresponds to Dynamics CRM 2016 Server
Dynamics 365 Sales/Customer Service CAL corresponds to CRM 2016 Professional/Basic CAL
Dynamics 365 Team Member CAL corresponds to CRM 2016 Essential CAL
There is a link on the 365 License Guide that points to earlier versions:

Dynamics 2016 Professional CAL Corresponds to CRM 2011 CAL
Dynamics 2016 Basic CAL Corresponds to CRM 2011 Limited CAL
Dynamics 2016 Essential CAL Corresponds to CRM 2011 Essential CAL
Based on the above, I would suggest as follows:
For CRM 2011 Server License, buy Dynamics 365 Server License
For CRM 2011 Professional CAL, buy Dynamics 365 Sales/Customer Service License
For CRM 2011 Basic CAL, buy Dynamics 365 Sales/Customer Service License
For CRM 2011 Essential CAL, buy Dynamics 365 Team Member License
Again, this is subject to license agreement, and the best source for getting the exact licenses and configuration you need might be through Microsoft Licensing.
Your can try Open License and see if that gives you the exact licenses you need.

I am not sure if this is correct as we have dealt with 2 resellers and the first who has done our licensing in the past tried to sell us o365 licenses (IE sales and Customer service) while our new vendor reseller offered O365 on line licenses which was a monthly license (And a lot ore expensive) and said that these would cover CRM 2011 and that they did not have access to 2011 licenses. I have searched on line extensively and cannot find any information around what is the correct method, to license this product.
Its pretty poor that there is no information around this and that even Microsoft partners cannot supply information around how what we do to make sure we are correctly licensed.
As far as I know... new 2011 is not available now, even if you take Sales CAL for D365 it will be applicable for D365 new version and will not be applicable/map for older version.
