Quantity Discount Set-Ups

Is there an easier way to set up quantity discounts rather than excluding all items out of the promotion and including all of the other items in the discount? 
 
Currently, we are pulling from plan all products in stores, to exclude rather than including the items involved in the promotion and excluding the /hierarchy/ or the other products that are excluded from the promotion.

    This can be done in multiple ways. Lets assume your commerce product hierarchy contains the following categories
     
    Category No. of Products
    Men 1500
    Women 2200
    Kids 1300
     
    If you want to run a promotion where 1475 in Men's Category in it should be part of the promotion. The best option would be to add the category as included and 25 lines as excluded.

    If you want to run a promotion where 750  items from the Mens category should be part of the promotion. It is better to add the items (as included). You don't need to add the category as excluded.
    It is important to note: If you add the category name as excluded and add products within this category as excluded, the promotion may not work due to conflicts.

    The third option, if the product list is repetitive over a period for multiple promotions. Say 600 products from Mens, 400 from Women and 250 from kids are part of the list.
    Create a new product hierarchy called "Promotions" and list the hierarchy as "Supplemental retail hierarchy" in "Category hierarchy role associations" screen. Add a new category node and lets give the name "BUY 3 on  30%". Associate all the 1250 products into this category. Use this category node in promotion.

    In real life scenario, everyone end up mostly using product lines as included, as category is not always an option.

    @Shafeeque In this particular set-up we would want the buyer to buy 3 products in order to receive a 30% discount. Currently, our set up is to exclude everything NOT included in the promotion and include our product Hierarchy. Below is the current set up. I am wondering if there is a better way to set this up. I have tried to include the products in the promo and exclude the product Hierarchy, but it does not register that promo when ran then in price simulator.
