Microsoft is not selling Business Central online directly. So the only way you can purchase Business Central licenes is through a partner. Please find a local Dynamics 365 Business Central partner that can assist you. And your local Microsoft representatives should be able to provide you with a list of local partners that you can select from.

As far as I know, Microsoft has different policies for each country. For example, in Japan, it can only be purchased through partners.
