I looked around in the various 'official' blogs and on Customer Source, but there doesn't seem to be an fix release yet.
Has there been a hotfix released for the issue with the Project Accounting homepage? I also have a client with this same problem.

The Support Debugging Tool issue with the Security Profile is resolved with the Build 16 hotfix

Once installed, use Administrator Settings to change the Security Profiler Automatic Open mode to Errors only.
There are many features which need to check security to know what options should be disabled or hidden. For example: When opening Smartlist, it needs to check which Smartlists should be available.
As for the issue with Project Accounting's homepage, this needs to be logged as a case to report the suspected bug. A quick search of the case database and the problem report database don't show that it has been reported.

We too experienced the issue this morning in SP3... Unfortunately we didn't caught the issue prior to the deployment during our pre-SP3 tests, because of most regular PA users are using shortcuts and never go thru the PA main page. Only this morning as an occasional user wanted to open the PA pane, did he opened a call to mention that it was not what he used to see.. :-(
This is very annoying and we struggled for a moment if we wanted to rollback the SP3 to SP2, but then decided to let it go, since it was not affecting the fuctionnality of GP. Users can get to resources thru the top-bar menu.
Still this should have been caught by Microsoft prior to the release of SP3 to GA, or now at least should get ASAP a fix for it.
Another annoying bug we discovered this morning and that might not be obvious to SysAdmins that have not deployed the SDT for GP(Support Debbuging Tools). We use it on each client and it it set to pop up the Security Profiler window anytime a user is declined access to resource in GP that he/she has no permissions to open. This is very handy to quickly sport security issues. Now with the SP3, every time a user logs into GP, the Security Profiler gets raised for permission issues about resources that a normal users shouldn't have access to (like Report Writer, Customization STatus windows, etc...). Why in the hell did MS decided all of a sudden to grab those resources at the start of GP ? this is very annoying because it defeats the purpose of the SDT :-( and we had to disabled the raise of the Security Profiler window every time an error or warning happens with the permissions.
Would love to get statement from MS about this...
I'd like to know the answer to this one also. It defaults to Cost Categories in the beta version of GP 2013 as well.

The view defaults to cost categories and you need to clcik Projects to get back to the project page. Is this a bug or a setting I can change?
