What do you mean exactly by service PO's.
PO's with a service item or procurement category or PO's created from the service module?

We need PO for service items that maintain only value not quantity, user can change quantities accordingly but amount should not exceeded from value.
Let say we we need to create room and need to do flooring and ceiling but we don't know the actual square feet and in PO we can give estimate price for each item but not quantity so we can adjust price accordingly.
You can create a PO and confirm it.
If you know the quantity later on, you can modify the quantity but have to re-confirm the PO again before you can invoice it.
you can create PO with service items and modify quantities at any status (receive - invoice) but you must re-confirm PO
