Try finding a flag like "Mark Down Specified", I remeber that we been through this and the solution to pass this.
Two things off the top of my head come to mind.
You might need to populate the markdown field in the header insert also with the total markdown.
You should take a look at SOP Setup to be sure Allow Markdowns is checked on the Setup-> Options window. It would be rare if it was not checked but I think eConnect validates against it.
I've used markdown as I believe you are a number of times with no issues. I'm surprised you are not getting an error as I believe you need to calculate the extended price net of the markdown so maybe there is another issue.
