i have defined a surchage as indirect cost with the percentage is 50 i didn't understand the result calculation can someone explain it to me please

The total of the following lines adds up to 0.18:
- M1
- SOF00001
-Operateur
50% from 0.18 gives 0.09

1- i turned surchage to 0 and i define a rate with cost is 10 can you please explain to me the result
2-in fact I wanted to add an indirect cost, an amount that does not depend on resources or operations just a simple number how can i do it i guess surchage and rate both depands on the routes is in it ?

How is it calculated?
