Hi, I thought it might be a license issue, Please check if you have imported the developer license?

Hope this can give you some hints.
    Thanks.

Hi, when uploading the license, did you use Upload? If you use Change, this will only affect the development environment, you can do development, but after you close the development environment, the license will be restored to the original one.

    Hope this helps.
    Thanks.

Yes, but the problem is simple. From the error message, it looks like it's a license or permission issue.
If your NAV is still within the support period, you can submit an SR to the Microsoft support team and let them assist in the investigation.

Hopefully other experts can give you better advice.

    Thanks
    ZHU
