Migrate from dynamics nav 2009 to dynamics 365

Good afternoon. We are going to migrate a customer from dynamics nav 2009 to dynamics 365. As partners we have covered licenses to work in dynamics 365, but today it is not possible to download licenses for partners of dynamics nav 2009, and we would need one (temporary) while doing the migration to consult developments that the client has in his current platform. It would be for about 3 or 4 months.

I have tried to download development licenses for partners but the pages for the 2009 version are no longer active. Do you know if there would be any way to get them to cover that period of time?
