Time Management Not Showing on Home Page

Hello! I am implementing Time Management and I cannot figure out why I cannot get the Time Management section to appear on a homepage for anyone other than the 'sa' user. The other users go into Customize this Page, select to display Time Management and click OK. The new section doesn't appear and when they go back into Customize this Page, Time Management is unchecked.

This feels like security to me, but I cannot figure out what I am missing. Has anyone else experienced this?
